Proposal #1
Stealing Restriction Adjustment
Proposal:  

Current stolen base adjustments occur when a player reaches 120% of his stolen base limits. The current adjustment is to make a player N and 0 (zero). These values are actually not in the league guide for Stealing Restrictions.

PROPOSED: Set the adjustment values to R – 20 (unless the original number is below 20, then make it 5 below current value).

RATIONAL: The restrictions are designed to ensure players don’t overuse the stolen base. However, changing the values to N-0 removes all realism to the player. However, adjusting it to R 20 – will pretty much eliminate the game from stealing, and severely reduce the players success opportunities, but it still allows the player to be himself (to a degree).

NOTE: This adjustment has worked very well in other leagues where it was imposed to the values. Players didn’t do much stealing after the change – and their success rates were pretty low.

Proposal #2
Pre-Cuts Trading Period
Proposal: I would like to add a trading period that starts at the completion of the regular season and ends two days prior to cuts being due. It would be at least two weeks in length. This would give teams a chance to trade away excess keepers and/or upgrade current keepers. This would be especially beneficial to new franchise owners. This trading period will NOT take place in any season, such as 1994, when an expansion draft is occurring.
