2005 PROPOSALS

 

PROPOSAL #1 – REVIEW PANEL – *This proposal Passed

All Proposals must be reviewed & voted on by the 9 Person Hall of Fame Committee before they are allowed to be actually posted onto the Proposal ballot for the next year.

Reason for the Proposal:  We want to try and keep the rules somewhat the same as they are, with only “Tweaks & Minor Changes”, not having radical changes by owners, who want changes based more for their teams & the following year, than the league as a whole.  This will enable it to actually be passed twice. A vote of 5-4 By the veterans Committee will allow this to be on the proposal Ballot for the following year.

PROPOSAL #2 – PLAYOFF PARINGS – *This proposal Failed
To determine the pairings in the playoffs, the wild-card team shall play that team outside their division with the best won-lost record.

Reason for the proposal: This determines in a random manner the pairings for all four teams in a more equitable manner.

PROPOSAL #3 – EXTRA WILD – *This proposal Failed

To add an extra WILD CARD team to each League. This would be the team with the second best record that is not a division winner. The Extra Wild Card team would play the Wild Card in a one game elimination to move forward in the playoffs, with the Wild Card Team with the better record having Home Field Advantage for the “Wild Card Game”.

Reason for the Proposal:  What this would accomplish is three fold. 1st, there could be more races and chances for teams to make the playoffs. More teams would be “In” the Wild Card hunt, therefore keeping the league owners more interested. 2nd, it would give teams more opportunity to still have a chance, which could help promote more trading partners. 3rd, it would give the League winner a larger advantage in the Division Series, because the Wild Card Game winner would have probably thrown his #1 starter to try and win that game. The Extra Wild Card Team might not have thrown his #1, since he might have to use his #1 starter to actually win that spot during the regular season.

PROPOSAL #4 – BATTERS FACED – USAGE RULE – ALL PITCHERS – *This proposal Failed

Change the unit of measure from innings pitched To Batters Faced when applying the usage rule for pitchers.

Reason for the Proposal:  Taken from the Hardball Times Glossary, “*Batters Faced by Pitcher*. The pitching equivalent of Plate Appearances for batters.” It seems only right that we use the same unit of measure for both batters and pitchers. By using innings pitched we are making a pitchers performance a key part of achieving his usage, since the only way to accumulate innings is by getting outs. Using batters faced eliminates this problem. The chart below will be the units of measure for end of season Free Agency Numbers. R-Use is directly equivalent to Batters Faced.

PROPOSAL #5A – MINIMUM WINS – *This proposal Failed

Place a minimum amount of wins (50) fifty in order to achieve the 1st overall pick anything below fifty (50) wins and you as an owner have failed to provide any sort of competitive team in your Division and League

Reason for the Proposal:  This will ensure teams having to field a competitive roster and not be able to lose game after game just to get the a higher draft pick the following Draft Day. This will also make teams much more competitive during league games, and giving teams in the pennant races better quality races down the stretch.

PROPOSAL #5B – MINIMUM WINS – DOWN ONE SPOT EACH WIN BELOW 50 – *This proposal Failed
If rule 5A passes the League will need to have a provision or ruling on where to place all teams under fifty (50) wins . My Proposal is to drop them down in the draft order one spot for each win under fifty (50).

Reason for the Proposal:  This will provide a rule for 5A, and will give the League a precise way of penalizing teams for not meeting the minimum number of wins.

PROPOSAL #5C – MINIMUM WINS – ONE YEAR WAIVER FOR NEW OWNERS – *This proposal Failed
If rule 5A passes I am proposing that if a new owner comes in the league, his first year of this rule will be waived.

Reason for the Proposal:  New owners are usually left with bad teams, and in order to turn over a roster it usually takes more than a year. This will ensure the new owner the right to tear down his team, and rebuild it to his liking. The rule 5A is not there to hamper new owners, but more to make teams that have been in the League stay competitive each and every year, while still trying to build at a steady competitive pace.

PROPOSAL #6 – CONTRACT STRUCTURE – REVIEW COMMITTEE – *This proposal Failed
For a 5 or 6 MWBL member committee to look into and develop a Contract type structure for the MWBL, that would be voted upon next year at Proposal time. This committee would develop a structure that includes contracts with years (Not Salaries), that would help create a more true Free Agent System, create parity for the league, and continue to develop MWBL into a more realistic baseball simulation.

Reason for the Proposal:  This will help the parity in the league and with player movement this would make it easier for teams to rebuild quicker and help eliminate the number of teams with 100+ losses, or 100+ wins.

PROPOSAL #7 – DRAFT LOTTERY – *This proposal Failed

Implement a weighted lottery to determine the order of the first four picks in the draft. The four teams with the worst record in the prior year will participate in a weighted lottery that is similar to lotteries in other professional sports. The exact weighting (number of ping pong balls) and timing of the draw will be finalized by the Commissioner.

Reason for the Proposal:  It limits the advantages for dropping games in order to get the 1st overall pick of the Draft.
