2003 MWBL - PROPOSALS PAGE

 

PROPOSAL 1 (PASSED 14-10) -  Since Changing of ballparks must be done prior to the season, the teams must give choice of which parks they would like.  The team with the highest winning percentage, for the previous season would claim right to that park.
Reason: This will eliminate MWBL Franchises from claiming stakes to the same ballpark over which team has the right to which park.  Teams would list a choice of parks they would like to play in, and whoever  gains rights to that park, would be on winning percentage.

PROPOSAL 2 (PASSED 24-0) - Some sort of minor Re-Alignment to get some more franchises  geographically together in the same divisions.  (example TIJ to ALC to play CHI, DET, YSS - whom they are 25 minutes away from)
Reason: This will help boost head to head play as well as more of a community spirit and help build rivalries.

PROPOSAL 3 (PASSED 24-0) - Franchise Fees will be due at the end of the 2003 season, and each season there after.  This will allow for everyone to pay for the up-coming season, and we can make sure all teams comeback.  Dues would be paid by November 1st.
Reason: This will help get the off season settled and knowing which MWBL franchises would be coming back for the next season.

PROPOSAL 4 (PASSED 21-3) - During the season, any MWBL Franchise that leaves, would be placed into a pool at the end of the season, which would be a dispersal draft.   The dispersal draft would take place on December 1st, or there about.
Reason: This will help get the teams settled heading into the trading part of the off-season, and would not allow a team to come into the league, and just take over a team.  In conjunction with proposal 3, so that all teams would be settled and in place for the off season.

PROPOSAL 5 (PASSED 15-9)- Relievers (players how have more Relief appearances than starts) with over 50 games in MLB, must accumulate at least 50% of their innings pitched in MWBL or be lost to the free agency that also effects position players and starts.  However their is no restriction as far as A.L. or N.L.   it must be 50% of their MLB innings.
Reason: This will prevent hording of relief pitchers, and make the MWBL free agent pool eligible for almost all players, including hitters with 400 PA, Starters with over 100 IP, and Relievers with over 50 Games.   It will more than likely include a lot of low grade relievers.

PROPOSAL 6 - When realigning divisions, a vote must be made to approve the realignment. All teams changing divisions must agree to realignment. All divisions receiving new teams must approve by a 3/4 majority (including the moving team(s)'s Yes vote(s)). All leagues receiving new teams must approve by 8/12 majority (including the moving team(s)'s Yes vote(s)).
Reason: This lets teams control their own fates. A team built to play one way due to divisional or league differences will be able to keep things from changing. This prevents a team from being forced into a division full of juggernauts. It protects the commissioner from charges of cronyism or favoritism.

PROPOSAL #7 (PASSED 19-5) - Increase the minimum usages level for position players with at least 400 PA and pitchers with at least 100 IP in the national league from 40% to 45%.
Reason: Currently the American league has a 50% usage level and the National league is at 40%. The drop was put in because the National League does not use the DH, however a 10% real value drop is not warranted. A true 10% drop from 50% is actually 45%. If someone has 600 PA, in the American League they would need to reach 300 PA and only 240 PA in the National League (with the current rule). With the new proposed rule the National League hitter would have to reach 270 PA (which is 10% less than the 300 PA of the AL hitter).

PROPOSAL #8 (DEFEATED 12-12) - Reduce the number of plate appearances that the minimum usage rule is applied to from 400 PA to 350 PA.
Reason: A player with 350 PA is a player that should be seeing some action somewhere in the MWBL.

PROPOSAL #9 (DEFEATED 10-14) - Starting pitchers used in the playoffs must come from your top 5 starting pitchers during the season.  Your top 5 starting pitchers are defined by the 5 pitchers with the most starts during the regular season.  In the event that you trade for a pitcher during the season, starts from prior team are factored in.
Reason: I saw this in another league and thought it was a good idea.
